Pizani acusou o programa oficial de representar o ``atraso`` na evolução da comunicação brasileira, já que data da década de 30 e representa o poder público, interferindo naquilo que a sociedade deve ou não ouvir. ``O poder público acaba decidindo draconianamente o que a sociedade deve assistir naqueles 60 minutos``, afirmou. Pizani cedeu o final do tempo de sua exposição para que o assessor da Abert, o jornalista Antonio Rosa Neto, apresentasse dados, pesquisas e estudos que mostram a queda na audiência do rádio entre 19 e 21 horas. Segundo dados do assessor da Abert, o instituto Marplan divulgou recentemente dados que mostram que o pico de audiência do rádio é pela manhã, até as 9 horas, atingindo 42%. Às 19 horas registra-se o nível mais baixo de audiência: 11%. A partir das 20 horas o índice começa a se recuperar, atingindo 17% às 21 horas. Para Antonio Rosa Neto esses dados mostram que a sociedade não aceita um programa imposto e por isso desliga o rádio, causando prejuízo no faturamento das emissoras de rádio. See CHILE ** COLOMBIA [and non]. Re FARC story, 5-162: Texts written by Dick E. were common in Dagens Nyheter, Aftonbladet and organs of various Swedish trade unions (ST, LR etc). When the Colombian guerrillas were declared terrorists by the EU – Sweden was the last country to join the crew – on June 13, 2002, Emanuelsson´s texts ceased to appear in these publications and are now limited to Flamman /organ of the Swedish communist party/ and Liberación, a weekly magazine published by Latin American political refugees in Sweden. Various articles, mainly in Spanish, can be found online. The story, as quoted by gh, is said to be ``the first authorized visit by an outsider ( ) to a FARC radio station``. This is not true. Also, the reporter is no ``outsider``. He has shown that he has a ``pipeline`` to the leaders of the FARC such as ``Tirofijo``, ``Raúl Reyes`` (all alias names, hence the quotation marks. Very few other people can do this. Secondly, Voz de la Resistencia has been dealt with in depth by the local Colombian press. A story with several pictures was published by El Espectador newspaper on Jan 7, 2001. [invisible on my copy of SWB – gh] A community broadcaster in Stockholm has been accused of being a FARC outlet. It is not, Dick Emanuelsson says in a collateral story, ostensibly to prove his point. You can read it in Spanish at http://argenpress.info/nota.asp?num=021587 There is an interview with the manager of the Colombian community broadcaster Café Stereo (88.4) in Stockholm. One of the headlines says that the collaborators are being paid by ``the state`` (``El estado paga``). From the article and the comparisons made to programs such as Caracol´s longstanding La Luciérnaga one understands that they are ridiculing the constitutional government of Colombia, even though it has been supported by a vast majority of the population during the past 3 years. Successive polls reveal that the nation´s president Alvaro Uribe Vélez is being backed up by 70% of the population. As a community broadcaster, Radio Café Stereo cost a lot of money to operate, and yet their coverage area was minimal. Now, with the inception of online streaming audio, operational costs have gone down steeply. Now the programs can be heard in all Stockholm and also ``in South Africa, Barranquilla or New York``, the station´s spokesperson says. One single photograph is added to Dick E`s second story. It is cleverly designed so as not to allow any of the Café stereo collaborators to be identified. To be sure, the article explains that all collaborators [just as happens in the Colombian guerrilla] are using aliases. Swedish PM Göran Persson, chaired a United Nations` summit a few days ago. The UN meeting adopted a resolution exhorting member nations to create legal frameworks to prevent any apology of terrorism. Here is what Persson said. I drove by there yesterday in hopes of getting someone to tell me more and there were several around but they never spoke a word. I was hoping on even seeing the station but they got a government property sign on the fence. Off in the distance are some more elaborate antennas, the [Wollen]weber class and there are at least 3 or 4 of those. This place is huge and sits about 5 miles from Guam international airport. The one guy who passed it to me from KTWR said it`s owned by many different government groups. And they use it only for listening. The City Council voted Tuesday to spend about $150,000 for radio equipment, including repeater stations so the weak signal reaches all parts of a city that's more than 20 miles long. The purchase stems from problems that officials had getting timely emergency information to residents when much of the Peninsula was without power for days after Hurricane Isabel created havoc in September 2003. "During a disaster, people need accurate information," Mayor Joe Frank said. For example, many people didn't know where to pick up free bags of ice until a few days after those bags were available, said Jack Williamson, emergency management coordinator. Without power, many people couldn't turn on television sets. With limited batteries, they couldn't necessarily leave radios on in hopes of catching news specific to Newport News. Apparently the Indiana legislature voted a while back to begin observing daylight saving time. Due to the slapdash way in which time is currently kept in Indiana (most of the state is on Eastern time and does not observe DST, but some counties in the western part of the state are on Central time and do observe DST and some counties in the eastern part of the state are on Eastern time and unofficially observe DST), the state petitioned the Department of Transportation, which has jurisdiction over time matters, to make a determination as to where the Eastern/Central dividing line should go. COMMENTARY TAKES ISSUE WITH BBC ONLINE PIECE ON CORRUPTION IN VIETNAM | Text of report headlined "Dark and hopeless schemes", carried in English by Vietnamese radio text website on 18 September The British Broadcasting Corporation (BBC) Online on 7 September published a story written by Tuong Binh Minh, whom it described as a patriotic Vietnamese national in Hungary with strong criticism of the current corruption in Vietnam. In his article, Minh jumped to the wrong conclusion that this phenomenon stems from the nature of the regime and the leadership of the ruling Communist Party and that there is no democracy in Vietnam. VOV [Voice of Vietnam] has the following comment. In fact, corruption not only exists in modern society, but it already appeared during the time of private ownership. This phenomenon is getting worse not only in Vietnam but also in many other countries in the world. According to surveys conducted recently by international anti-corruption organizations, corruption is happening in about 150 countries throughout the world and developing in almost all branches of activity and services as seen in West European countries, industrialized countries and even the US. In Southeast Asia alone, Indonesia and Thailand consider corruption and bribery a national scourge. According to the Indonesian media, corruption is worming its ways into all aspects of life. Thailand, a country of smiles, is also crying tears of frustration at its inability to cope with corruption. The two countries are taking bold measures against this phenomenon. Corruption also exists in multi-party countries which claim to be democratic. There is no denying that the same thing will happen to any countries regardless of political regimes unless disciplines are strictly maintained and timely measures are taken to iron out snags in their development process. Minh's argument that corruption in Vietnam stems from the nature of the regime, the leadership of the ruling communist party and the state of no democracy is an ill-intentioned distortion aimed at denying and abolishing socialism in the country. Without considering the nature and origin of corruption, Minh appears to be playing ball with hostile forces against Vietnam. Genuine Vietnamese patriots, including those residing overseas, never act that way. Vietnam and many other countries in the region and the world have been taking bold measures to do away with the evils of corruption. The Vietnamese government's determination was again confirmed by Prime Minister Phan Van Khai at the mid-year donor conference for Vietnam in Hanoi last April. The Vietnamese government has sent many delegations abroad to learn foreign experience in the fight against corruption. The National Assembly is collecting public opinions on the draft law on corruption prevention and control. All these efforts are testimony to the party and state's strong determination to get to the root of the problem for the benefit of national stability and social justice. It is quite obvious that the argument by Minh and any others who reached the similar conclusion at a time when the country is preparing for the upcoming 10th national party congress is just to deny the role and correct leadership of the party and make people mistrust their ruling party. It is just old wine in a new bottle. They pay no heed to the tremendous achievements that Vietnam has made in the nearly past 20 years of the Doi Moi (renewal) process initiated by the party. Those achievements have been acknowledged by the world community. Recently the United Nations Development Programme (UNDP) declared that Vietnam has obtained significant achievements in human development and it has accomplished several UN millennium goals, especially poverty reduction. Thanks to the correct leadership of the Communist Party, particularly during the renewal process, Vietnam has got out of the socio-economic crisis, and now doubles its economic growth at an annual average rate of 7.5 per cent. The Vietnamese people never allow any hostile forces to carry out dark schemes to abolish the leading role of the Communist Party of Vietnam. There are also two FM stations, all using Harris ``Dexstar`` equipment. Who will manage to DX the IBAC sidebands overseas if not actually demodulate it? After testing digital TV technology, they found that either repeaters or multiple transmitters would be needed to cover the same service area as the current analog signal. Last week I noted an advert on TV with a gent using a hand held portable XM receiver with ear plugs. This appeared to be like a typical portable radio for am- fm. No mention of price. I have to think if DRM is to succeed now, they will need the price to be dirt cheap and one heck of an advert campaign to get it off the ground. However, as an owner of a Sirius receiver, I have to wonder how well the XM portable unit works. Strictly an outside toy as seen in the advert. A geomagnetic storm is still in progress, and the planetary A index from Saturday through Thursday, September 10-15, was 30, 105, 66, 51, 25 and 43. These are high numbers. The average planetary A index for this week more than doubled to 43.1. Average daily sunspot numbers more than quadrupled to 71.1. These numbers compare the 7 days ending Wednesday, September 14 with the previous 7 day period. Next week is the Northern Hemisphere's Autumnal Equinox. This period could be a good one for HF propagation if solar flares quiet down and the sunspot count doesn't sink back toward 0. The sunspot number rose above 100 on Sunday, September 11, the first time since August 3. The source of all this excitement is a single large sunspot group, number 798. This spot was just peeking around the edge of the visible solar disk on September 9, but by September 14-15 it was aimed squarely at our planet. The last time around it was much smaller and still emerging, visible until August 24. Although not aimed at Earth on September 7, that day it produced an X17 solar flare, the fourth largest detected over the past three decades. Over the next week it produced 8 more flares, each causing HF radio blackouts. Of course, VHF operators probably didn't mind all the disruption. Steve Lyon, WB6RIB and several others sent in an article from NASA about all this activity in the year before the solar cycle bottom, titled "Solar Minimum Explodes." Over the next few days look for declining geomagnetic numbers, but fairly good sunspot and solar flux values. (Remember, HF operators generally want the sunspot and the somewhat-related solar flux numbers to remain high, with the geomagnetic A index and related K index as low as possible). Predicted solar flux for Friday through Monday, September 16-19 is 115, 110, 110 and 105. The predicted planetary A index for those same days is 25, 15, 10 and 10. Geophysical Institute Prague predicts active to minor storm conditions for September 16, active conditions on September 17 and 20, unsettled to active conditions September 21, unsettled conditions for September 18 and 22, and quiet to unsettled conditions on September 19. Ed Douglass, AA9OZ is trying for his second 5-Band DXCC award. The first time around was as 7P8DX in Lesotho from 1986-1992, and this time he wants to do it from Sturgeon Bay, Wisconsin, a town just below the 45th parallel on a peninsula extending into Lake Michigan. He aims to work 100 countries on 75 and 80 meters during the sunspot minimum, and asked if the absence of sunspots might improve his chances on lower frequencies. Certainly the MUF (Maximum Usable Frequency) is lower with fewer sunspots, so openings on 20-15-10 meters are much less common. But I seemed to recall Carl Luetzelschwab, K9LA having something to say about the absence of solar activity producing better conditions overall on the low frequencies. Carl referred me to an interesting article he wrote for the September/October 2005 issue of "The DX Magazine" titled "Getting Ready for Solar Minimum." Among other issues, the article discusses what happens with 160 and 80 meter propagation passing through the auroral zone. This includes West Coast North America to Europe, Midwest to Europe and Japan, and East Coast to Japan paths. During the solar minimum, there is less chance of ionospheric disturbance in northern latitudes. Carl writes, "In general, a quiet high latitude ionosphere provides the best propagation on the lower bands for paths near or going through the auroral zone." Although this excellent article is not online, you can find similar material by entering a query for +K9LA +"auroral zone" in a search engine such as Google. One link returned was for another of our bulletins, ARLP008 from 2004, which talked about this same issue, and mentions that Carl wrote about this in the March 2004 issue of WorldRadio. He lives in North Central Florida, between Jacksonville and Tampa, and wants to know when 10 might be open to El Paso, Texas next. He mentioned that the window used to run from September through April, but last year he saw no window at all. I told Terry about W6ELprop --- the free propagation program for the PC, from http://www.qsl.net/w6elprop/ --- and mentioned he could plug in numbers for that path to see what pops up. I tried it, and over the approximately 1500 miles at this time of year, a sustained sunspot number a little higher than we've seen recently would help. Still, if you plug in the average sunspot number for the past week (71.1), according to this program propagation is quite possible. With about 10 more points, or perhaps going over to the 12 meter band, the odds look quite good.
