Glenn, today at approx. 1840-1905 UT I checked the Christian Voice test channel from Sofia again. Co-channel VoA Persian via Hungarian Jaszbereny HNG 47N35 019E52 relay was very weak today, latter signal skipped over me head today, distance is about 1100 km only. The Sofia Bulgaria signal of 100 kW only was 'above', coming some 1800 km from the south, -- listen to the attached recording. Instead of "Christian" content heard a rather - like - pop music mix station from the United Kingdom. Often heard the ID "Voice of Voice" on 6 to 8 p.m. every day, and the content noted was like a mixture of the weekend ... , and on the other hand "a Monday morning show". Pre phone dial number given as 0044 refers to United Kingdom. Post office Box number noted as "3040", and the e-mail address given was like radio @ voiceafrica.net Just read it on page 556, left column, in WRTH 2004. Contact info being given "UK office" under "Zambia," "The Voice-Africa," in PWBR 2004, page 351. (Wolfgang Büschel, Germany, Nov 10, DX LISTENING DGIEST) I listened to it. World HQ of Christian Voice/Vision is in London, so not surprising they are running the Bulgarian test from there. Nor am I surprised by the seemingly secular format. They do this from Darwin and also Santiago (e.g. in Portuguese). If you listen a few minutes longer, you are bound to get some Christian messages, from these `stealth` evangelists. 73, (Glenn Wolfie, via DXLD) ** CANADA. The remark ``from Dec 1`` for RCI Russian 1700-1730 reads in the original PDF file (the one posted on their website at present) as ``RCI-3 from Dec 1``. So it seems that this note actually belongs to the ``circuit`` column there, where at present ``ISDN`` is shown. Herewith this transmission should already exist, just the feed is to be changed from ISDN (dial-up) to satellite pick-up (Kai Ludwig, DX LISTENING DIGEST) Also days of week other than daily got lost from the schedule reproduced last issue, not only concerning Portuguese, but e.g. English mornings to, as they always announce, USA, Cuba and Haiti, 1300-1600 on weekdays, 1400-1700 weekends. I hope there were not any other such instances. Ukrainian itself has been weekly, not daily (Glenn Hauser, DX LISTENING DIGEST) ** CANADA [non]. Glenn: Found this on the DRM Forum site from James Serpell in Santiago: CV / VC test broadcasts from Santiago Voz Cristiana / Christian Vision is running some test transmissions from Santiago, Chile, towards Mexico (main beam on 340 degrees) from 1500 to 1900 UT for a week, culminating in a test transmission for the DRM Latin America Symposium in Dallas. The broadcasts will be on the following frequencies (program in Spanish): 17610 - 6th and 7th Nov (Saturday and Sunday) 21500 - 8th to 12th Nov (the following week) We would really appreciate your help with any reception reports on these transmissions. Thank you! James (via Alan Johnson, DXLD) Yes, I meant to check the DRM Forums myself. You don`t have to register to read them, this thread at http://www.drmrx.org/forum/showthread.php?s=77a84ab6e2ca88bea5cff99bbe5d2fde&threadid=875&highlight=17610 Obviously VC stayed on 17610 a day longer than planned, which was certainly a good idea in view of propagation conditions. On Nov 9 I did not hear a signal on 17610, but nothing else was propagating on that band either, except a bit of Cuban jamming on 17670 (Glenn Hauser, OK, DX LISTENING DIGEST) See also DRM below ** CHINA. Other CRI channels at 2100 per NDXC --- Aside from the monitored 5960 and 7285, other channels listed for CRI in English (or for English teaching/Special English, as noted on Sunday) at 2100- 2157, are 7190 (Kashi), 9600 (listed as B4--site?) and 9855 (Urumqi). Got the info from the full CRI sked in the Nagoya DXers Circle site (Joe Hanlon in NJ, DX LISTENING DIGEST) But may not be same program ** CHINA. Re 4-169, discussion of CRI post-election coverage: I would have to modify my comments a bit; THIS PARTICULAR PROGRAM on the analysis of the election, with the professional presentation, depth of questions, and diversity of viewpoints expressed certainly was as fine a program as is heard on the other broadcasters mentioned. It was probably the best single program I heard on the topic. That is not to imply that the OVERALL programs, or, as John noted, lack of coverage of "touchy" domestic news, makes them a service that is overall as reputable or "polished" or as "open" as the other broadcasters (Roger Chambers, NY, ODXA via DXLD) ** CHINA. Xinjiang PSB reactivated its winter frequencies: 4500 (Mongolian) 4980 (Uighur) 5060 (Chinese) The WRTH maybe should mention the winter period (November - April) also at these frequencies like it does it at 3950 + 3990 kHz (Karel Honzik, Czechia, Nov 10, HCDX via DXLD) ** CROATIA. I suspect that 11800 is a fundamental because it was nearly as strong as 11760. All the other 25 mb freqs must be spurs (Dave Valko-USA, Cumbre Nov 6 via BC-DX via DXLD) 11800 and 11760 are fundamentals, so you would think spurs 40 kHz spaced would be at 11720 and 11840. Around 0600 UT Nov 10, noted RHC English on 6000 with the squeaky transmitter and on 6060 with the clean transmitter (gh, DXLD) Hi Glenn, Heard RHC on 6060 in English at 0520 (Eric Bryan, WA, Nov 10, DX LISTENING DIGEST) ** CUBA. Radio Havana. A new out of band frequency of 13360 to Europe (ex 15120) was heard at 2025 UT in Portuguese, 2030 in Arabic and 2100 in Spanish on Tuesday 9 November. Strong signal at beginning of Arabic transmission but much fading soon after that. Strong again after 2100 then more fading later, Spanish at 2100 on parallel 9550 to Central America and 15230 to South America with much fading, probably due to current solar flare activity. Improved reception on all three frequencies at about 2140 and even better after 2200. At 2300,13360 off,15230 to Portuguese (very weak), and 9550 to English (Bernie O'Shea, Ottawa, Ontario, Nov 9, WORLD OF RADIO 1252, DX LISTENING DIGEST) Bernie, Very interesting, but I`ll bet 13360 was a mistake. Please check if you can tomorrow or subsequently. RHC normally `plays by the rules`` as far as staying in the official bands. I would also say listen for what frequencies they announce, except that usually has little connexion with the frequencies they are on. Maybe 13630? Hmm, that has been a R. Martí frequency (Glenn to Bernie, WORLD OF RADIO 1252, via DXLD) 13360 was back on today, Wednesday, 10 November. Carrier came on at 1955 UT; IS at 1957 and into Portuguese at 2000. Same programming to 2300 as reported Tuesday. Much better reception today; none of the fading that occurred yesterday. 13360 was also active on Monday, 8 Nov. I accidentally tuned in a little before 2300 and heard samba(?) music. It was off at 2300 with no ID. It was not until Tuesday when I tuned in again to 13360 that I learned it was Cuba. The reason for the move from 15120 maybe because Nigeria is on that frequency (Bernie O'Shea, Ottawa, Ontario, DX LISTENING DIGEST) I heard 13360 too on a quick check around 2015 UT Nov 10 (Glenn Hauser, OK, WORLD OF RADIO 1252, DXLD) ** ECUADOR. I point out that I do not have any DRM receiving capability, but am trying to keep up with developments anyway, especially regarding times, dates and frequencies. On Nov 9, propagation conditions were even worse than the previous morning. The only listenable analog signal on 19m was BBC Antigua 15190. Around 1500 UT, 15250 had a hefty DRM signal, which we know is HCJB running only 3 kW. However, it`s going thru their steerable antenna, which I think has a whole lot of gain. Here`s the DRM Forum thread about that: http://www.drmrx.org/forum/showthread.php?s=77a84ab6e2ca88bea5cff99bbe5d2fde&threadid=870 (Glenn Hauser, OK, WORLD OF RADIO 1252, DX LISTENING DIGEST) see DRM ** FRANCE. Hi George, I'm just back this evening from Issoudun TDF SW transmitting centre where we succeeded in switching on a special DRM program for Dallas symposium. So this afternoon at 1520 UT (10 November) we have just started a special DRM transmission on 17875 kHz with only 22 kW from a linearised 500 kW transmitter into a 4/6/1 antenna at 299 but unfortunately, I'm afraid, there is currently a solar blackout at the same time, bad luck! On the 11 and 12 November, we will transmit on 17875 kHz to Dallas from 1300 to 1900 UT; program will be speech and music in both French and English. Our signal will not be very strong in Texas (if even propagation permits...) but it could be quite good in East coast of Canada and US. This is by no way a classified transmission, it's an open demo. You could be able to hear the noise of DRM in AM mode on 17875 +/-5 kHz. I'll keep you informed as I'll stay in touch with my colleagues working on the DRM transmitter in Issoudun (about 300 km from Paris). Good luck for receiving our progam. Noticed this past weekend, both on Saturday and Sunday. Also the latest frequency schedule received from Babis Charalabopoulos at ERT yesterday confirms that 1500 sign on on 15485 kHz are for Saturday/ Sunday only. I believe the main reason for this are the sports broadcasts taken from ERA Spor. It was common that the one hour break in the past would interrupt the soccer transmissions, and when the station came back at 1600 UT the games would be over. ERA 5 on Dishnetwork ERA 5 (Voice of Greece) has been available on the Dishnetwork satellite platform since September 2004. We have 3 transmitters in Avlis 100 KW, 2 transmitters in Kavala 250 KW, 1 transmitter Delano, 1 transmitter Greenville 250 KW. Best regards, Babis Charalampopoulos`` (Christos Rigas, Wood Dale, Illinois, Nov 9, dxldyg via DX LISTENING DIGEST) Hi Glenn: I just took a closer look at those Daily, Saturday, and Sunday condensed spread-sheets in Greek that Voice of Greece put on their web site and they do list 15485 coming on an hour earlier from 1500 to 2200 UT on Saturday and Sundays only. On that same site they have those listings in more detailed form, but it's all Greek to me. I tried for the English program versions, but that web site is down at the present time. Their translators must be up to their noses in attempting to go from Greek to English. Sometimes, I think that my village-Greek translations come out better than theirs. When I got that great early VOG schedule from your friend in India, I e-mailed the VOG listings to Europe to the Ambassador de Grèce in France and he got on the ball and changed his ERA 5 web site on http://www.amb-grece.fr/grece_en_france/era_5.htm Incidentally, reception of VOG and Thessaloniki has been très lousy the last few days -- even the Delano satellite feeds aren't doing well at all. BBC GOVERNORS MOVE OUT --- Matt Wells, media correspondent Tuesday November 9, 2004 The Guardian The BBC's governors are to be transferred out of the corporation's grand new "media village" in west London to more modest premises in central London, in a symbolic move designed to underline their independence from management. Michael Grade, the BBC chairman, said it was time for a physical line to be drawn between the board and the BBC's executives, following criticism that the governors were too quick to champion the corporation's line during the row with the government over the BBC journalist Andrew Gilligan. The governors' relocation is their second in a year, having recently moved from Broadcasting House in central London to a block of new buildings near Television Centre in White City last March. . . http://www.guardian.co.uk/print/0,3858,5058279-103690,00.html (via Dan Say, DXLD) ** U K. HALF OF BBC STAFF FACE THE AXE http://www.thisislondon.co.uk/news/articles/14598771?version=1 (10 November 2004 http://www.thisislondon.co.uk/ via Bruce MacGibbon, DXLD) Viz.: This is LONDON 10/11/04 - News and city section Half of BBC staff face the axe By Alexa Baracaia, Evening Standard The BBC is planning to axe as many as 50 per cent of jobs across the board, insiders revealed today. A raft of cuts is being designed to prove the BBC is giving value for money before a review of its 10-year royal charter in 2006. High-ranking sources say earlier rumours of 6,000 losses from 28,000 staff may turn out to be a wild underestimate. It has also emerged that Director-General Mark Thompson is planning to announce the cuts in four weeks - at least two weeks earlier than expected. Unions have been told to set aside two dates, 6 December and 9 December, to meet management. The new dates will fuel speculation of unprecedented job cuts that bosses want to announce as far from Christmas as they can. A source said: "They know if they wait another week or two it's going into the Christmas period." Mr Thompson is expected to reveal the results of four wideranging reviews he launched on his first day in the job in June. It was thought he would report on three - commercial activities, moving staff to the regions and general cost-cutting - this year. The fourth study, into production and commissioning, was seen as the most complex and unlikely to be complete until the New Year. But sources told the Standard today they expected him to make all the announcements in one go. Job losses would then increase dramatically, especially if the BBC chooses to pre-empt government proposals that independent companies should produce half of all programmes - not a quarter as now. "That would have impact on a huge number of BBC staff," said Luke Crawley, an official for broadcasting union Bectu. Meanwhile, BBC News and Current Affairs is expected to lose at least 30 per cent of its personnel. Among staff tipped to be moved out of London are those on BBC Five Live, sports and children's programmes - but these services are already spread around, giving rise to speculation that the regions will suffer huge individual job cuts. The BBC says staff have been consulted in a series of forums. But one insider said: "It's basically the BBC saying 'This is the plan, what do you think? We're moving some big departments out, is it a good idea?' But staff aren't actually being encouraged to say, 'No, actually, it's not'. The feeling is the management has already taken these big decisions." A BBC spokeswoman insisted: "It would be wrong to say there aren't going to be job losses and redundancies [but] any figures are no more than speculation. "There is no answer on anything until the governors meet at the end of this month. Any losses or redundancies would be phased over a period of years." Thompson made the comments in an e-mail to BBC employees this afternoon after the Evening Standard reported the London- based broadcaster was planning to cut as much as 50 percent of its workforce, BBC spokesman Guy Bailey said. The BBC, which is funded by a license fee on every TV set in the U.K., is under pressure to save money and improve its operations at a time the government is reviewing its state funding. Thompson, who was appointed in May, has started four reviews into BBC operations, including looking into the future of its commercial branch BBC Worldwide and finding ways to save money, and plans to report on their outcome on Dec. 7. "Inevitably, staff numbers are one of the issues we are looking at in the context of value for money but the idea that anyone anywhere in the BBC is seriously suggesting making half of the BBC redundant is simply preposterous," Thompson said in the e-mail. The Evening Standard newspaper earlier reported that Thompson was planning to announce the job cuts in four weeks, citing unidentified sources close to the BBC. That report is "ludicrous," spokesman Bailey said. On Dec. 7, the BBC will publish the review of its programming division and whether it should move its services out of London. The BBC, founded 82 years ago, came under pressure in January after an inquiry into the death of a U.K. government weapons scientist criticized its editorial control and its governance. The Jan. 28 report by Lord James Hutton led to the resignation of its then BBC Chairman Gavyn Davies and director general Greg Dyke. Michael Grade was appointed Chairman in April (via Brock Whaley, DXLD) BBC DG TRIES TO CALM STAFF FEARS OF MASSIVE JOB CUTS Amid rumours of major cuts in the BBC workforce, Director-General Mark Thompson has today sent the following message to all BBC staff: "Some of you may see (or hear about) a headline in one of the papers today suggesting that half of BBC staff might face redundancy as a result of the famous four reviews. "Inevitably, staff numbers are one of the issues we are looking at in the context of Value for Money but the idea that anyone anywhere in the BBC is seriously suggesting making half the BBC redundant is simply preposterous. "I haven't seen any firm recommendations from the VFM review yet, so anything you read in the papers is pure speculation in any event. We will be discussing the reviews with the Governors towards the end of November and, as I said in my email on Monday, I will be sharing the real conclusions with you on 7th December. I know it's difficult, but I really would urge you to ignore all the speculation until then - unsettling though I know it is. "I'll also be setting out a broader vision for the BBC on the 7th, which the reviews are there to enable, with much more detail about our ambitions and our programme strategy - in other words, setting up why I believe we have to change and where I think we need to invest more than we do at present. This is not an exercise in cutting services but in enriching them and about spending more, not less, of the licence fee on the air." # posted by Andy @ 14:03 UT Nov 10 (Media Network blog via DXLD) ** U S A. And listening to WoR via WBCQ at 2300 on 7415 kHz this afternoon (11/10/04): at tune-in a half-hour or so early, reception on 7415 was fine, but then began to gradually deteriorate. By the time that program ended and WoR began, the signal was barely readable. What I thought was particularly odd was that it sounded like there was interference to it in addition to the low signal level and natural noise. But then, during the half-hour of WoR, the signal gradually improved, and most of the program was clearly understandable, though some noise was always present. 73, (Will Martin, MO, Nov 10, DX LISTENING DIGEST) Couldn`t hear me at all here at 2300, tho did not keep at it once I knew it was going out OK. I guess DX Radio School is supposed to be for beginners, but I`ll bet a lot of beginners come away confused. About 100 homes in Pearl City will test the so-called broadband power line technology. For HECO, the technology offers the ability to read electricity meters remotely and monitor its electricity network. For consumers the technology also could provide a high-speed Internet alternative to cable and digital subscriber line Internet providers. "The primary driver for utilities is what we call enhanced utility services," said Jay Birnbaum, vice president for Current Communications Group, a Germantown, Md.-based broadband power line technology and services provider working with HECO on the project. In addition to increased reliability from improved failure detection, broadband systems could offer utilities the ability to establish different electricity rates for different times of the day, Birnbaum said. Pearl City customers selected for the technology trial will face no added charges, said Lynne Unemori, Hawaiian Electric Co. spokeswoman. The idea is to test the technology over both overhead and underground power lines. Broadband Internet service also will be provided, though that won't be HECO's focus. "It could be used for that," Unemori said. "For HECO, improving service to our customers as an electric utility is kind of where we're focusing." HECO said it had no time frame for any commercial use to its 275,000 customers. It has been testing the new technology at 10 homes in McCully for the past two years. "It's a new kind of thing," Unemori said. "We'll take it one step at a time. "As far as we're concerned, we're still doing the technology trials." So far power line-based broadband services are available to relatively few homes nationwide. Current Communications plans through a joint venture with Cincinnati-based Cinergy Corp. to provide broadband power line service to 40,000 to 50,000 homes in southwest Ohio by year's end with the goal of signing-up 250,000 homes in three years, Birnbaum said. Eventually the technology could be a third major entrant providing high-speed Internet connections to the home, along with telephone and cable lines. "Broadband power lines, as an industry, our goal is to be a competing third-line business --- competing head-to-head with cable and DSL," Birnbaum said. The MUF reached an incredible 216.26 MHz (our Channel 11) for over an hour. I was alerted by a strange raspy carrier coming from 45.25 Hedgehope NZ around 15:00 AEDST (Australian Eastern Daylight Savings time). [0400 UT] I logged virtually every VHF TV channel from 0 to 11. Exceptions were Ch5A 138.25 (Which I forgot to check for) & Channel 8 189.25 (local TV Txer here). I also logged 3 NZ channels (45.25, 55.26 & 62.26) as well as American Samoa KVZK-2 (55.25 Mhz) for the 1st time off aurora. The FM band was literally FULL of signals, often with stations battling on the same frequencies. The Aurora lasted from 15:00 to 19:20 AEDST. An international team of scientists has reconstructed the Sun`s activity over the last 11 millennia and forecasts decreased activity within a few decades. The scientists have analyzed the radioactive isotopes in trees that lived thousands of years ago. As the scientists from Germany, Finland and Switzerland report in the current issue of the science journal ``Nature`` from October 28, one needs to go back over 8,000 years in order to find a time when the Sun was, on average, as active as in the last 60 years. Based on a statistical study of earlier periods of increased solar activity, the researchers predict that the current level of high solar activity will probably continue for a few more decades. The research team had already in 2003 found evidence that the Sun is more active now than in the previous 1000 years. A new data set has allowed them to extend the length of the studied period of time to 11,400 years, so that the whole length of time since the last ice age could be covered. This study showed that the current episode of high solar activity since about the year 1940 is unique within the last 8000 years. This means that the Sun has produced more sunspots, but also more flares and eruptions, which eject gas clouds into space, than in the past. The origin and energy of all these phenomena is the Sun`s magnetic field. (R. Bulgaria DX Program Nov 5 via John Norfolk, dxldyg via WORLD OF RADIO 1252, DXLD) The geomagnetic field, through midday on 07 November, was at mostly quiet to unsettled levels with brief periods of active conditions at mid latitudes late on 03 November. At high latitudes, an isolated period of active levels were observed midday on 04 November while on 03 November, an isolated period of minor storming occurred midday on the 3rd. By 1800 UTC on 07 November, activity levels increased to minor to severe storm levels as separate CME’s from the major flare activity earlier in the week arrived at Earth. FORECAST OF SOLAR AND GEOMAGNETIC ACTIVITY 10 NOVEMBER - 06 DECEMBER Solar activity is expected to be at moderate to high levels through 12 November when Region 696 departs the disk. Activity levels are expected to decrease to very low to low through 15 November. Thereafter, low to moderate activity levels are expected as old Regions 687 (15 November), 691 (18 November), and 696 (26 November) are due to return. A greater than 10 MeV proton event is possible with major flare activity from Region 696. The greater than 2 MeV electron flux at geosynchronous orbit is expected to be at high levels on 10 – 13 November. The geomagnetic field is expected to range from mostly unsettled to major storm levels early in the forecast period. Shocks from CME`s related to additional flare activity observed after the summary period, along with effects from a geoeffective coronal hole wind stream are expected to influence the geomagnetic field through 11 November. Thereafter through 03 December, the field is expected to remain mostly quiet to unsettled. From 04 – 06 December, a recurrent coronal hole wind stream is expected to become geoeffective. :Product: 27-day Space Weather Outlook Table 27DO.txt :Issued: 2004 Nov 09 2211 UTC # Prepared by the US Dept. of Commerce, NOAA, Space Environment Center # Product description and SEC contact on the Web # http://www.sec.noaa.gov/wwire.html # # 27-day Space Weather Outlook Table # Issued 2004 Nov 09 # # UTC Radio Flux Planetary Largest # Date 10.7 cm A Index Kp Index 2004 Nov 10 120 40 6 2004 Nov 11 120 50 6 2004 Nov 12 115 15 3 2004 Nov 13 110 8 3 2004 Nov 14 105 5 2 2004 Nov 15 110 5 2 2004 Nov 16 115 5 2 2004 Nov 17 115 5 2 2004 Nov 18 120 5 2 2004 Nov 19 120 5 2 2004 Nov 20 120 5 2 2004 Nov 21 120 8 3 2004 Nov 22 120 5 2 2004 Nov 23 125 5 2 2004 Nov 24 125 5 2 2004 Nov 25 120 8 3 2004 Nov 26 125 15 3 2004 Nov 27 125 10 3 2004 Nov 28 125 5 2 2004 Nov 29 120 5 2 2004 Nov 30 120 10 3 2004 Dec 01 120 8 3 2004 Dec 02 115 5 2 2004 Dec 03 110 5 2 2004 Dec 04 110 10 3 2004 Dec 05 110 15 3 2004 Dec 06 110 10 3 (http://www.sec.noaa.gov/radio via WORLD OF RADIO 1252, DXLD) NOAA's SEC (Space Environment Centre) has extended its geomanetic storm and solar radiation alerts. A result of disturbances in Earth`s geomagnetic field caused by gusts of ``solar wind`` blowing past the planet, geomagnetic storms have adversely affected HF radio propagation over the past few days and even resulted in limited radio blackouts. Although things had calmed to ``moderate`` (G2) by 2000 UTC, geomagnetic storm activity at the G5 level can affect more than just radio propagation. Severe geomagnetic storms also can abruptly increase drag on spacecraft and even cause electrical power blackouts on Earth. ``I don`t know when it will end,`` said Tad Cook, K7RA, who compiles the weekly ARRL propagation bulletin. He said during heavy solar wind conditions, amateurs typically experience north-south propagation. ``It isn`t that north-south connections are enhanced during heavy space weather,`` he explained. ``It is the only propagation that still works during conditions like this.`` The recent space weather conditions also have resulted in auroral displays visible as far south as the Middle Atlantic states over the past weekend. The SEC estimates that G5-scale geomagnetic conditions will occur on four days of each 11-year solar cycle. The forecast shows the Planetary A index increasing over the next 24 hours, from 40 today to 50 or greater on November 11, although it`s predicted to drop to 10 on November 12 and move even lower over the weekend. During the height of the current solar cycle, values topped 150. The Planetary A index relates to geomagnetic stability. Magnetometers around the world are used to generate a number called the Planetary K index. Every 24 hours the K index is summarized in the Planetary A index. Small changes in the K index are significant. For example, a full day with the K index at 3 will produce an A index of 15, a K of 4 would mean an A of 27, a K of 5 would generate an A of 48, and a K of 6 would produce an A of 80. ``Generally, the higher the latitude of the measuring station, the higher the K and A indices reported,`` Cook says. ``This is because the effects of geomagnetic instability tend to concentrate toward the polar regions of the globe.`` In terms of radio blackouts --- disturbances of the ionosphere caused by X-ray emissions from the sun --- the SEC reports conditions as moderate (R2) over the past 24 hours but nil as of 2000 UTC. The SEC determines the radio blackout value using X-ray measurements from the primary GOES satellite. The chance of an ``extreme`` R5-level radio blackout is less than one per 11-year solar cycle. Solar radiation storm activity has been ``moderate`` (S2) over the past 24 hours and continues at that level. This degree of activity can have small effects of HF propagation through the polar regions, the SEC says. Copyright © 2004, American Radio Relay League, Inc.
