INTERNEWS RELEASES SURVEY OF RADIO SIGNALS IN AFGHANISTAN Internews, an international non-profit organization that supports open media worldwide, has released a second survey of radio signals in Afghanistan in an effort to better understand the role of independent radio in the country. The survey, available online, is based on more than 520 "data points" collected between May and July 2004. A team of three technicians traveled the country and measured signal strengths, recording their locations using a Global Positioning System (GPS). Using findings from the first survey released in April 2004, Internews has now been able to project "radio plurality indexes" (RPI), averaging the number of stations accessible by any individual in a given region. The survey found that listeners in Kabul have access to more than seven stations, but the rural majority of the country can only access an average of 2.3 signals. The United States Agency for International Development's (USAID) Office of Transitional Initiatives funded both the survey and the Geographic Information Systems department which analyzed the data. (gh, DXLD) ** AFGHANISTAN [non]. The spelling in Dari is Radio Solh (not Sohl); in Pashto it would be: Sola Radyo. If targeted at Afghanistan, it seems likely that the stations broadcasts/will broadcast also in Pashto: about 35% of the population in Afghanistan are Pashto speakers, 50% Dari speakers (Bernd Trutenau, Lithuania, dxldyg via DX LISTENING DIGEST) Hi Guys, well, I checked that station today 23/10/04 and, yes, the ID is Radio SOLH. I guess that was a typo, nothing more ;) I picked it up around 1330 UT on 17720 kHz. I was hoping to get any messages in Arabic, as I recall hearing Radio M'alomaat (Marlo Psyop) during the American attack of Afghanistan having special messages in Dari/Pashtu and Arabic. That was some time ago. But that one doesn't have any Arabic messages :( BTW guys, Solh in Arabic doesn't mean Peace. Noted at 1459 with a ID for 'Radio Sohl' followed with comments but cut in mid-sentence by sign- off. Signal was quite strong but some what fluttery at this location (Edward Kusalik, Alberta, CANADA, Cumbre DX via DXLD) Pounding in to Wyoming at 1340 Oct 23 on 17720 with music and talk by man. He gave several IDs and made several mentions of "megahertz." Also seemed to mention "news" (Ak-bar in Arabic, presume similar word in Pashto/Dari) and "information" (Ma'lumat in Arabic). Then back to Afghan music after this short talk. I could even hear it on just my Kaito portable with a decent signal (Hans Johnson, Cody, Oct 23, Cumbre DX via DXLD) ** ANDORRA. CATALUNYA RÀDIO EMITIRÁ EN ONDA MEDIA DESDE EL PRINCIPAT D'ANDORRA (21/10) Fuente: Vilaweb + Propia El Gobierno del Principat d'Andorra quiere reactivar las dos concesiones de radio en onda media que le otorga la European Broadcasting Union, los 702 kHz (la antigua Radio Andorra) y los 819 kHz (la antigua Sud Radio), que están inactivas desde noviembre de 1981. Tras casi 23 años, han vuelto a funcionar las instalaciones de Sud Radio instaladas en el Pic Blanc d'Envalira (foto derecha), a 2.650 mts. Teledifusión de France ha puesto en marcha los tres emisores Thompson de 300 Kws en la frecuencia de 702 Khz, dado que los 819 Khz están "ocupados" por Radio Euskadi con un emisor de 5 Kws. Inicialmente habia una antena radiante y una contraantena que se desmontó. Ahora solo existe la antena radiante de 90 mts, que se tendrá que alargar hasta los 106 metros para su perfecto funcionamiento en la frecuencia de 702 Khz. La TDF francesa emitió en pruebas entre el 16 y el 18 de junio, el 30 y 31 de julio y el 2 de agosto pero ahora se ha filtrado que la Corporació Catalana de Ràdio i TV está negociando con el Gobierno Andorrano sumir la gestión de la emisora de Onda Media con lo que Catalunya Ràdio conseguiria finalmente un objetivo perseguido desde hace mucho tiempo, emitir por Onda Media y muy posiblemente también en DRM, proyecto del que se habló aqui hace unos dias. Todo apunta a que como contrapartida la Generalitat de Catalunya concederia frecuencias de Televisión Digital Terrestre a la TV de Andorra para que esta se pudiera ver en territorio catalán. CATALUNYA RÀDIO PODRIA TRANSMETRE AVIAT EN OM A finals de setembre informàvem que la Corporació Catalana de Ràdio i Televisió estava treballant en un projecte per tal que Catalunya Ràdio pugui transmetre per Ona Mitjana, en analògic (AM) i digital (DRM). També informàvem que el Govern Andorrà volia revifar les seves dues concessions radiofòniques d'ona mitjana, 702 i 819 KHz, que estan inactives des del novembre de l'any 1981 quan les operaven Sud-Radio i Ràdio Andorra. RFA uses IBB transmitters in IRA/I=Iranawila Sri Lanka, LAM=Lampertheim Germany, SAI/S=Saipan, TIN/T=Tinian NoMariana Isls. März 2005 die Einstellung sämtlicher Hörfunk-Aktivitäten, und eine komplette Verlagerung des Auslandsdienstes ins Internet. Seit vielen Jahren ist RVI mit seinen beiden täglichen Programmen in deutscher Sprache allererste Informationsquelle für all diejenigen, die sich auf unkomplizierte Weise per Radio über Kultur, Wirtschaft und Politik aus Flandern und Belgien informieren möchten. They used a Drake SPR-4 and AOR 7030 – antennas 100 and 200 metres wire. Brazilian stations were excellent the night between Oct 03 and 04, not only because of the good propagation but also because of the local elections in Brazil with some extended schedules. Two years ago I visited the former transmitter which had not been touched since a transformer burned about five years earlier. The transmitter building and antenna are still guarded, but a swarm of killer bees are breeding inside the transmitter. More on the Toronto 1610 --- I don't think CFAD and Voces Latinas are the same entity. I believe CFAD might be the "Magic 1610" people who have or had an office on Highway 48/Main Street in Markham. I believe the Magic 1610 group wanted 10 kW day and 5 kW nights with about 1/3 of the programming to be ethnic. And their CRTC hearing was on the same day in 2002 as the Voces Latinas/San Lorenzo Church people... The station is on the air daily from 6 pm to 11 pm and plans are already underway to increase the air time. Station owner and President Tom Neo said CHEV will offer live coverage of community events, including local events and amateur sports by a play-by-play announcer. The station is focusing on such events as the Markham Fair, local hockey, high school football, community charity events and coverage of local music talent from York Region, Durham Region and Toronto. Mr. Neo added, ``CHEV will also provide coverage of regional community affairs on a weekly basis. We have a bulletin board offering what`s happening in the various communities``. The station will also provide local bands without recording contracts a venue for additional exposure" http://www.corporatemarkham.com/html/corporate_news.php I think CHEV's address is the same as the one that Magic 1610 had in their CRTC application (Niel Wolfish, Toronto, amfmtvdx at qth.net via DXLD) There was a CHEV 1610 back circa 1997. They did sports events from various parts of the Metro Toronto, plus York and Durham regions using mobile facilities and had no regular schedule. I believe that the city of licence back then was Scarborough which has since become part of Toronto. They went silent for a number of years. Toronto uses a 416 area code whereas Markham is in 905. Is CHEV perhaps planning to come on a different channel from the Toronto station? Their proposed programming sounds quite different from that being heard by Niel so I wonder if we are talking about two separate stations here. I look forward to further reports from Niel and other Toronto DXers (Morris Sorensen, Winnipeg MB, ibid.) This sure is murky, whilst it out to be clear (gh, DXLD) Definitely two different stations/entities. CHEV apparently was granted a new licence, but must find a new frequency, as 1610 was given to Voces Latinas (the CHSL that started testing two days ago). From my location, which is roughly 2 miles from Voces Latinas/CHSL, I can't tell if CHEV really is back on 1610 or not. Maybe I'll have to take a drive into Markham and see for myself. It does appear that CHEV's address is the same as the "Magic 1610" application for Markham that got denied. The Town of Markham's website has a mention of a recent council meeting (August 2004) to discuss CHEV's request to put up signage and make building alterations at 234 Main Street in Markham. The last time I drove up Main Street in Markham I recall going by the same building and seeing a "Magic 1610" sign. Somebody else may have better information, but I think that "Magic 1610" may have "tested" prior to their formal CRTC application (and subsequent denial. If so, I never heard them. I should also mention that last night I was about 5 miles from CHSL's transmitter and they were already getting hammered by Montreal (1610- CJWI). For Morris (and any other people familiar with Toronto), that was the approximate distance between CHSL at Lawrence & Dufferin and where I was at Leslie and Highway 401 (Niel Wolfish, Toronto, Oct 23, amfmtvdx via DXLD) The Toronto 1610 (and the "Markham 1610") CHSL/Voces Latinas has not been testing on 1610 today. This morning, I drove by the listed address for the Markham station. It is on the west side of Main Street, just down from Rod Stewart's office, Dr. Rod Stewart, that is. There's a sign out front that says "1610 AM - Markham and York Region" and on the door to the building there's also a poster that looks like a "blown up" version of the QSLs that CHEV- 1610 gave out a few years ago - a picture from a hockey game. I did not see any kind of antenna, whereas you can clearly see the CHSL/ Voces Latinas tower, right next to their building. Nothing could be heard on 1610 there either, aside from a weak signal from CJWI- Montreal. This was about 9 a.m. But it was a Saturday, so who knows? Could be mistake, as 9580 is used earlier at 0100 for CRI relay via Cuba. Further checks required. Or could be one of their brand-new transmitters needing a new frequency. 23 hours later, indeed, 9580 was not on, but 9820 carrier, and shortly modulation started, then it made a poof sound and modulation developed some of those artifacts. Habana Cuba, *1100-1500* is using one of our new 100 kW pulse step modulated transmitters. The antenna is our old "New York" rhombic, with estimated 13 dB gain and an azimuth of the main lobe at 020 degrees. It does have minor side lobes according to measurements I made many years ago close to the antenna (Arnie Coro via Erik Køie, Oct 12, DSWCI DX Window Oct 20 via DXLD) It is heard strongly in Denmark, 45434, in Spanish // 11760 (co-channel BBC), 11800 (co-channel QRM) and 15230 (clear channel). I tuned into DXers Unlimited in progress about 0140 UT Oct 24 on 6000, reception not too good, and heard a few words of Spanish before Arnie went on in English. At 0146 he wrapped up the show, then did a countdown and said something in Spanish before starting his other show in English, Breakthrough! The latter is supposed to air on Sunday nights. He obviously recorded one after the other, and nobody separated them before putting them on the air. After he wrapped up Breakthrough, the standard DXUL closing was attached. Ménargues, interrogé par des journalistes à la suite de sa démission, a expliqué "avoir décidé de se taire". "On a (à RFI) un actionnaire qui s'appelle le ministère des Affaires étrangères. Dès l'instant où le porte-parole (du ministère), à mon sens piégé par une question, répond que ce que j'ai dit est intolérable, j'en tire les conséquences", a-t-il ajouté. La polémique s'est développée alors que le ministre français des Affaires étrangères Michel Barnier effectue depuis le 17 et jusqu'au 19 octobre une visite en Israël destinée à renouer le dialogue entre ce pays et la France, après une période de tensions. It should be the other way round. 11610 is moved from the 0030 broadcast to the 2030, but I don`t think this is right either. At 0130 they change 9555 to 9955. But neither 9955 nor 11610 is in the frequency list below. And in the ``corrected`` version the 0130 and 0230 are in reverse order. Some of this mixing up may have to do with the original grid not converting properly to text. It looks like we are in for another confusing season as far as IRIB is concerned (gh, DXLD) ** IRAN. DX-ing in Syria Our sightseeing tour went very well and everywhere I listened on my portable Sony ICF-SW7600GR particularly to the clandestines. Unfortunately the noise level was extremely high in Damascus and Aleppo, making SW reception impossible there. In Hama about 200 km north of Damascus --- the town in which a military massacre took place in February 1982 where 30,000 civilians were slaughtered to stop The Muslim Brotherhood --- a power failure occurred for about an hour. During that it was possible for me to check what happened on SW and even hear World Music Radio from Denmark! I had the best result at the hotel in the desert town of Palmyra about 250 km northeast of Damascus and 200 km from the border to Iraq. The noise level was very modest, and I had a room on the third floor with a view of a plantation of dates. A wire of five to eight meters out of the window highly improved my reception. I was even able to listen while a storm passed with heavy rain and thunder which caused flooding in the streets and overturned trees. Many more clandestines could be caught there than at home in Denmark, but at the same time the Iranian jamming stations were so massive, that it was nearly impossible to understand what was said. I can confirm that the International Business Reply system does work from the US --- I have used these type of postage impressions for getting replies from US in the past without any difficulties. The problem is with the very poorly designed Radio Netherlands "card" which has the reply address on one side and the sender`s address on the other side - both in large lettering and with different postage impressions on both sides of the card! Its very confusing for any postal service - mechanised sorting machinery will simply "read" whichever address happens to be facing it, so its 50:50 whether the cards will be returned to the recipient or Radio Netherlands! I've never come across quite such a badly thought out reply-card before. To stop the card coming back to me I crossed out my address completely and also crossed out the UK postage impression on that side of the card. Below is a report on the destruction of the Serbian SW site at Stubline and the high power MW site at Zvecka near Obrenovac: On May 30, 1999, at 8:45 a.m., in the village of Stubline, Obrenovac municipality, several missiles hit the SW broadcasting centre of Radio Jugoslavija on Valjevski put St. The centre was completely destroyed, including two 100 kW and 500 kW transmitters. On May 30, 1999, at 9:00 a.m., in the area of Zvecka village, Obrenovac municipality, the RTS transmitter on Šabacki put St. was targeted by several missiles. Dreher, 88, who as a young U.S. assistant naval attache was labeled a spy and expelled from Moscow in 1948 and who later helped found Radio Liberty, died of a stroke Sept. 24 at his home in the Foulkeways retirement community north of Philadelphia. He lived in Arlington for 30 years. During the tense aftermath of World War II, Mr. Dreher was a Navy lieutenant serving in Moscow and Odessa when he was charged with espionage. The State Department quickly dismissed the claim, saying he had been framed. Mr. Dreher befriended several Soviet citizens during his two-year stay, including a 21-year-old medical student. After returning to the United States, he learned that the student, Galina M. Spiridonova, had been sentenced to eight years prison for her friendship with him. In 1994, nearly 50 years later, Mr. Dreher and Spiridonova renewed their friendship after she contacted him. In 1951, Mr. Dreher joined the new Central Intelligence Agency, performing intelligence and liaison duties in Washington and overseas. From 1953 to 1961, he was one of the original planners of Radio Liberty, which recruited emigrés from Soviet countries to broadcast news of the outside world to those trapped behind the Iron Curtain. He helped develop policy and program techniques and supervised emigré and host-nation affairs in the New York and Munich offices. As a lieutenant commander, he was active in the Naval Reserve from 1942 to 1951. Mr. Dreher, a native of Oil City, Pa., received a bachelor's degree in mechanical engineering from Lafayette College in Pennsylvania. Distorted spur on 1708 or so --- A few days ago, somebody mentioned a distorted spur or image on roughly 1708 KHZ. It's blasting into Memphis tonight. It's very distorted as previously noted, and is running a network known as The Light. They gave a web address of http://www.sgnthelight.com Luckily, they repeated it about a dozen times. The audio was so distorted that I had to slow it down and play it over and over before I was sure of the address. They later gave a call sign which I couldn't copy. It sounded like it began with KQ, and a frequency of 1510. The web site doesn't list anything like that. The original poster said it was in Texas, and there is a station in Houston, Texas, but it's on 1360, and has the call of KWWJ. One thing that was odd about the distortion was that it was completely unintelligible on SSB, and I couldn't find a carrier. Does anybody have a radio that can receive narrow-band FM in the MW band? I used to have a ham tranceiver that could do this, and somehow, this signal sounds like it might be an FM relay rather than a spur. The League's second shutdown request, sent October 11, accuses the FCC of doing "absolutely nothing" to enforce its rules or to protect licensed services from interference. In an accompanying 12-page technical analysis, the ARRL also cast serious doubt on the accuracy -- and possibly the integrity -- of the BPL system's FCC-required six-month report, filed more than two months late. Its review of the report from system operator Electric Broadband LLC (EB), the League said, indicated inconsistent test results demonstrating that ambient noise conditions at the test sites "were clearly misstated". "To be blunt, as can be easily determined from the EB report itself," ARRL General Counsel Chris Imlay, W3KD, wrote in a cover letter to the ARRL's technical analysis, "one of two things occurred: either (1) EB altered the data to suit its false conclusion that the system is operating in accordance with FCC rules; or (2) its technical consultants were not qualified to conduct the tests and glaringly misinterpreted, among other things, the source of noise generated internally in their own test equipment." "The EB test results are completely compromised and cannot be utilized in order to determine whether or not the system is operating in accordance with FCC Part 15 rules," Imlay went on to say. "ARRL has previously established that the system is operating substantially in violation of Part 15 rules and is causing actual interference" on ham bands. The ARRL said that EB's report further indicates that in the low-VHF Public Safety allocation at 30-50 MHz, "the BPL system is operating at radiated emission levels significantly in excess" of those permitted under Part 15 rules. In its report EB claimed to have spent "significant time and effort" looking into interference complaints from hams, running tests and "taking steps to mitigate any possible interference" the system was causing. It even invited the FCC to come and see for itself. EB and utility APS have been operating the BPL experiment at two Yavapai County, Arizona, sites since June under a Special Temporary Authorization (STA) the FCC granted EB in March. EB's six-month report included input from APS, Mountain Telecommunications (MTI), which handles system operations, and Mitsubishi Electric Power Products Inc (MEPPI), the BPL equipment designer and manufacturer. The League pointed out that the STA now has expired "but the system apparently continues to operate nevertheless." A graph from the EB six-month report purporting to show measured levels with the BPL system on (green) and off (red) between 13 and 23.3 MHz. ARRL contends that if the data are accurate, "turning the BPL system on [would have] the impossible effect of dropping the noise level in the spectrum it uses by 30 dB." If the BPL data were increased by 30 dB to match ambient noise levels, the BPL signal would exceed the FCC Part 15 emission limits, the League analysis concluded. In its technical analysis, the ARRL said EB continues to deny any interference issues associated with its system, despite continuing complaints and "detailed and accurate" technical showings submitted by Cottonwood-area amateur licensees. Testing done in early September shows clearly "that BPL signals were present at various sites on frequencies where APS and EB claim it was not," the ARRL analysis asserted. The League also charges that EB's test methodology was flawed and not up to industry or regulatory standards. The League conducted its own testing of the Cottonwood system this past summer. That testing indicated levels of radiated RF energy on amateur HF allocations were "extremely high" and well in excess of the FCC Part 15 levels with which EB told the FCC it would comply. The FCC prompted release of EB's six-month report in a September 1 letter that took note of "several complaints" alleging interference to Amateur Radio operations from the experimental system. It also mentioned ARRL's August request, filed on behalf of Cottonwood-area amateurs, that the FCC shut down the system, revoke its STA and fine the system's operators. The first Amateur Radio complaint, filed in June, cited testing by the Verde Valley Amateur Radio Association (VVARA) in the 1.8-30 MHz range. It asserted that BPL interference makes attempts at ham radio communication useless. VVARA submitted a lengthy and comprehensive report to the two companies and to the Commission in late July detailing interference issues arising from the Cottonwood BPL field trial. In late September, the VVARA BPL Interference Committee met with MTI and APS representatives, who indicated that the BPL system operators had decided to proceed with "notching" amateur HF frequencies.
